It's not correct, because "is" is for present tense, we can ask, for ex., "When is football?"

England is leading country of what (today)?
Such questions start with question words: what, when, where, etc.
Maybe it's better to ask: "In what part of the world is England...?"


Is England the only leading country in the world?
Is England still the leading country in the world?

You mean 1. When do England is one of the leading countries in the world?
It's wrong - first of all, grammar.
In this sentence^: "Today England is one of the leading countries in the world" "is" (tj be)is not an auxiliary verb, it's main. There are no any other verbs in the sentence.
So (grammatically) "is" goes after "when".

But. This is rather hard to explain...
Logically you can't ask such a question.
You ask "When IS England?.." - and you have only one answer - "Now", because "is" is used for present tense.
And it sounds wrong, I can't explain why.


It is hard to imagine the question for this sentence beginning with "When"
